When a user deletes a file within the SharePoint site, it is placed within the site's recycle bin. Files located in the recycle bin remain their for 93 days, or until they are manually deleted from the recycle bin. These files are then moved to the site's Second Stage Recycle Bin. User's that are Site Owners, or Site Admins have access to the Second Stage Recycle Bin. Files in the Second Stage also remain there for 93 days or until they are manually deleted. At this point the files are irretrievable. When restoring files from either recycle bin, they are placed back in their original location.

The Recycle Bin can be accessed by selecting "Recycle bin" from the navigation list on the left side of the site.

The Second Stage Recycle Bin can be accessed by selecting the link "Second-stage recycle bin" at the bottom of the Recycle Bin page. Keep in mind, if there are a lot of files located in the Recycle Bin, you will still need to scroll all the way to the bottom of the First stage to click the link for the second stage.

Restoring files from the recycle bin are as easy as selecting the file you wish to restore, and selecting restore.
